Probable Error Height of Burst: Error in height of burst in which projectile or missile fuses may be expected to exceed as often as not.

Production Reactor: 1. A reactor designed primarily for large-scale production of plutonium 239 by neutron irradiation of uranium 238. 2. A reactor used primarily for the production of radioactive isotopes.

Programs of Cooperation: Formal bilateral agreements between the United States and other nations that involve the transfer of delivery vehicles capable of nuclear delivery or deployment of nuclear weapons for use by the host nation under the direction of NATO Supreme Allied Commander Europe (SACEUR) or Supreme Allied Commander Atlantic (SACLANT). Host nations provide support for U.S. weapons and weapons provided for their use. The nuclear warheads remain in U.S. custody until release by the U.S. president in time of war.

Projectile: An object projected by an applied exterior force and continuing in motion by virtue of its own inertia, such as a bullet, shell, or grenade. Also applied to rockets and to guided missiles.

Proliferation: The acquisition of national nuclear weapons capabilities by nations not previously possessing them, either by the dissemination by the nuclear powers of weapons or information necessary for their manufacture, or by the development of domestic nuclear weapons programs.

Prompt Radiation: The gamma rays produced in fission as a result of other neutron reactions and nuclear excitation of the weapon materials that appear within a second or less after a nuclear explosion. The radiations from these sources are known either as prompt or instantaneous gamma rays. See also induced radiation; initial radiation; residual nuclear radiation.

Propellant: 1. The source that provides the energy required for propelling a projectile. Specifically, an explosive charge for propelling a projectile; 2. A fuel, either solid or liquid, for propelling a rocket or missile.

Proximity Fuse: A fuse wherein primary initiation occurs by remotely sensing the presence, distance, or direction of a target or its associated environment by means of a signal generated by the fuse or emitted by the target, or by detecting a disturbance of a natural field surrounding the target.

Proxy War: A form of limited war in which great powers avoid a direct confrontation by furthering their national security interests and objectives through conflict between representatives or associates. See also limited war.

PSI Overpressure: Transient pressure above normal atmospheric pressure. The measure is commonly used to determine an object’s ability to withstand the pressure from a nuclear blast.

PSP (Priority Strike Program): A plan that provides for the delivery of nuclear strikes against the highest priority targets in the nuclear operations plan (NOP).

Psychological Operations: Planned psychological activities in peace and war directed towards enemy, friendly, and neutral audiences in order to create attitudes and behavior favorable to the achievement of political and military objectives. These operations include psychological action, psychological warfare, and psychological consolidation and encompass those political, military, economic, ideological and information activities designed for achieving a desired psychological effect.
